The firms no doubt follow this policy, and an young graduate who is on the alert can easily inform himself of it; but young men are adroit at evading information which they find unpal- atable. If the facilities were offered at the same time as

ersity would exert their influance in the first two years after the introduction of the scheme, the unwillingness of the graduates to do dirty work might be overcome.

I have not the technical knowledge which would enable me be given. IF a to state where the practical training should teaching institution were able to give the manual training, graduates might be tempted by its educational nature to apply for admission more willingly than they would enter the work- shops of an engineering firm. The new Lester Technical Instit- ute in Shanghai possesses, I believe, the equipment for manual

foremen and mech- training, which is already being given to

anics; arrangements could perhaps be made with it to provide an' 'Advanced Course;' for graduates, which would in reality begin from the elementary stages on the manual side.

I was much impressed by the vigor of one of the instruct-

ship's rivetter in an English ors, (formerly an instruct/

dockyard) and by his determination to make all his pupils thor- oughly dirty. He travelled on my boat to China, when the Tech- nical Institute was about to be opened.

The alternative is to provide the proposed facilities

in the workshops of engineering firms; these may be by the
